Updated Safety Standards for Toddler Beds
This law updates the safety standards for toddler beds by incorporating a new voluntary standard issued by ASTM International. Before this change, the CPSC required compliance with an older version of the ASTM standard from 2019. Now, manufacturers must meet the updated ASTM F1821-26 standard to ensure safer designs and materials in toddler beds. This affects parents and caregivers who purchase toddler beds for children aged one to three years old. The new standards take effect on August 29, 2026.
Changes to Swine Slaughter Inspection Procedures
This amendment changes swine slaughter inspection procedures by ending mandatory incision of mandibular lymph nodes and palpation of viscera in swine carcasses. Previously, these steps were required for ensuring food safety. The change reflects that current condemnation rates are low and visual inspections can detect necessary conditions. This affects all swine slaughter establishments and allows more flexibility in assigning inspection personnel based on line configurations and other operations.
Changes to Airspace Designations at Jacqueline Cochran Regional Airport
This law modifies airspace designations around Jacqueline Cochran Regional Airport in Palm Springs, CA. Before this change, there were different classifications of Class E airspace areas extending from the surface and up to higher altitudes. Now, a new Class E4 airspace area is established as an extension to a surface area, while a Class E2 airspace area is modified. Additionally, certain Class E5 airspace areas are revoked. These changes affect pilots and aviation authorities who must adhere to updated flight regulations effective July 9, 2026.
Amendment of Class D Airspace at Appleton, WI
This amendment changes the Class D airspace around Appleton, Wisconsin. Previously, the airspace did not fully align with current instrument flight procedures. Now, it has been updated to comply with FAA orders and support IFR operations more effectively. This change affects pilots flying under IFR in this area and air traffic controllers managing flights at Appleton. The new rules take effect on July 9, 2026.
Changes to Federal Student Loan Programs
Under this new law, federal student loan programs have been updated. New loan limits are established for graduate students, professional students, and parents, and the Graduate PLUS (Grad PLUS) Program is phased out. The Income-Contingent Repayment plans are also being phased out to simplify repayment options. A new Tiered Standard repayment plan option and a new income-driven repayment plan known as the Repayment Assistance Plan have been created. Borrowers in default who have previously rehabilitated a defaulted loan will now have a second chance to do so again. These changes take effect on July 1, 2026.
New Maintenance Requirements for Certain ATR42-500 Airplanes
This new law requires operators of certain ATR-GIE Avions de Transport Régional Model ATR42-500 airplanes to revise their maintenance or inspection programs. The FAA determined that existing airworthiness limitations are insufficient and must be updated to address unsafe conditions on these aircraft. Affected parties include airplane owners, operators, and maintenance personnel who will need to incorporate new or more restrictive airworthiness limitations into their current procedures by July 1, 2026.
